TEA Releases 2023 Accountability Ratings
On April 24, the Texas Education Agency (TEA) publicly released the 2023 Accountability Ratings for all Texas school districts and campuses. These ratings are based on student performance data from the 2022–2023 school year, including STAAR/EOC results, graduation rates, and college, career, and military readiness (CCMR) outcomes. Though the data is nearly two years old, this marks the first time the 2023 results have been made public due to an extended legal delay.
Background on the Delay
In September 2023, TEA delayed the release of ratings while reviewing new academic growth calculations. In October 2023, a district court blocked the release following a lawsuit from over 100 school districts citing insufficient notice of changes to the accountability system. Allen ISD was not involved in the lawsuit. On April 3, 2025, the Texas Court of Appeals overturned that decision, stating that TEA acted within its authority. The court dismissed the case and cleared the way for the public release of the ratings on April 24, 2025.
Understanding the New Ratings System
Under the state’s refreshed A–F Accountability Ratings System, significant changes to calculation methods were instituted across all three accountability domains—Student Achievement, School Progress, and Closing the Gaps. These changes create a perception of scaled score decreases statewide, even when schools demonstrated performance gains. A campus may have increased student performance and/or growth in 2023, and yet earned a score lower than in previous years.
The new state rating system also caps district scores at an 89 when any campus earns below 70 in any domain or overall. Although Allen ISD’s calculated Domain 1 and Overall Scores were each a 90, this rule resulted in an assigned district score of 89 and a B Overall Rating for Allen ISD.
At the campus level, ratings within Allen ISD include:
16 campuses received an A rating.
1 secondary campus and 3 elementary campuses received a B rating.
1 elementary campus received a C rating.
1 elementary campus, Rountree Elementary, received a D rating.
In addition to the letter grades for each campus, the accountability ratings system awards Distinction Designations to campuses based on performance in comparison to a group of 40 very similar campuses across Texas. The designations reflect outstanding performance in specific areas such as postsecondary readiness, academic growth, or student achievement in Reading Language Arts, Math, Science, or Social Studies. Allen ISD was awarded a total of 48 Distinction Designations across 17 campuses in 2023.
Despite the delay in the release of the accountability ratings, Allen ISD used the 2023 data throughout the 2023–2024 school year to strengthen instruction. The district also recognizes that this data is no longer current and now prioritizes more recent, campus-level data to support instruction and student academic success.

Multiple Measures of Success
Allen ISD’s mission is to cultivate innovation in education that empowers every learner to realize full potential. While the state accountability system provides one lens for evaluating schools, it is not the only one. Allen ISD uses a variety of tools to assess student learning over time, including MAP, mClass, PSAT, SAT, AP exams, and classroom assessments. These help guide instruction and provide a more complete picture of student growth.
